A slightly modified definition of a Crime Boss with the typical layout of a “Mafia-Like” structure and the hierarchy that follows…
A Crime Boss or Boss is a person in charge of a criminal organization much like Wake County Human Services (aka CPS). A Boss typically has absolute or near-absolute control over his subordinates, is greatly feared by his subordinates and others for his ruthlessness and willingness to steal children in order to exert his influence, and most of all to increase the profits that come from the criminal endeavors his organization engages in.
Some groups may only have as little as two ranks (a Boss and his Soldiers). Other groups like the various County Departments of Health and Human Services (aka Child Protective Services, Department of Children and Families) have a more complex, structured organization with many ranks; their structure may vary and will often depend on their execution of specific profiteering schemes such as cash for kids or legalized kidnapping.
There is a typical structure which crime organizations may operate under. The Family Court Mafia, being a very prominent example, is not the only one. The typical structure within the Raleigh, North Carolina CPS Mafia is as follows:
Boss (Ramon Rojano) - Also known as the Director, Capofamiglia, Capo Criminior, Representante, this is the highest level in the criminal organization.
Underboss (C. Robert Sorrels) – Also known as the Deputy Director for Administration, or “Capo Bastone” in some criminal organizations, this individual is the second-in-command. He is responsible for ensuring that profits from criminal enterprises flow up to the Boss, and generally oversees the selection of the Caporegime(s) and Soldier(s) to carry out child abductions and destruction of families.
Consigliere (Dr. Warren Ludwig) – Also known as the Child Welfare Administrator, an Advisor or “Right-Hand Man,” a Consigliere is a counselor to the boss of a crime family. The Boss, Underboss, and Consigliere may often constitute a three-man ruling panel, or “Administration.” The Consigliere is third ranked in the hierarchy but does not have Capos or Soldiers working for him. This is yet another layer of protection. Like the Boss, there is usually only one Consigliere per criminal organization.
Caporegime (Lisa Cauley, Virginia King) – Also known as the Assistant Division Director of Child Welfare, Child Welfare Program Director, Captain, Skipper, Capo, or “Crew Chief,” the Caporegime was originally known as a “Capodecina” (Captain of Ten) because she oversaw only 10 Soldiers. In more recent times, the Caporegime may oversee as many Soldiers as she can efficiently control. This is of course a “sure-fire” method of increasing profits on the backs of our children and their families.
Soldato (Julie Riggins, Saundra Judd, Jill Green, Nikki Lyons, John Gustavson, Richard Hayner, to name a few) - Also known as a Social Workers, a Sgarrista, Soldier, “Button Men,” or “Made Men”. This is the lowest level of mobster or gangster. A “Soldier” must have taken the Omertà (Oath of Silence), and in some organizations must have kidnapped children in order to be considered “Made.” A Foster Care Social Worker or Picciotto is a low-level Soldier, usually someone who does the day-to-day work of threatening, coercing, and intimidating others; usually parents and other family members; and very often the abducted children themselves.
Associate (Laurie Scholl LPC, Dr. Karin Yoch, Joyce Williams LPC, Micki Worrix LPC, Wake House, Wrenn House, Big Pharma*, and many more) – Also known as a “Giovane D’Onore” (Men of Honor), an Associate is a person who is not a Soldier in a crime family, but works for them and shares in the execution of and profits from the criminal enterprise such as; so-called Mental Health Professionals, Foster Care Givers, Group Homes, Drug Companies, Doctors, Hospitals, and many, many more – aka Conspirators all. *Big Pharma includes but is not limited to the largest players in the pharmaceutical industry: AstraZeneca, Bristol-Myers Squibb, GlaxoSmithKline, Maxim, Merck, Monsanto, Pfizer, Roche, Tanabe, Wyeth…
A CPS Mafia Boss like Ramon Rojano will typically put up layers of insulation between himself and his agents in order to defeat parents, family advocates, the media, grandparents, and others who may threaten the very existence of his Organized Crime Syndicate in any way. Whenever he issues orders, he does so either to his Underboss, Consigliere or Capos. The orders are then passed down the line to the Soldiers. This makes it difficult under most circumstances to directly implicate a Boss in a crime, since he almost never directly gives orders to the Soldiers. Identical to the Family Court Mafia and other corrupt systems of government. Everyone is statutorily protected and/or statutorily “immune” from even allegations let alone any type of accountability (Fine or imprisonment)!!!

Most you reading this know our family’s story very well. It has been ongoing for over two years. If you have not, there is plenty of information on this website for you to take in and digest; not just about our family but about many other families struggling through the same or similar acts of corruption and about many other related topics of corruption. Our story is one of how this Crime Syndicate aka CPS Mafia has infiltrated our family and continued to detain, abuse, neglect and regularly harass our 7 minor children ranging in age from 2-years-old to 16-years-old when this all began, now 4-years-old to 18-years-old – really since October 2009.
I am very transparent and hide nothing. I leave everything out in the open. We are a Christian family and we are active members of First Baptist Church of Morrisville, NC; I am a part-time Missionary actively involved in Local and International Missions; I am a Husband of over 16 years to Debra and the Father of our 8 Children; I am a former United States Marine who served my Country for a total of 8 years and received an Honorable Discharge; I am a Registered Voter and I am a Candidate for the North Carolina House of Representatives District 40; and I am a Leader with a well-established employer in Morrisville, North Carolina.
Although far from perfect, neither my wife nor I have ever been charged with or convicted of a crime; we have never abused drugs, we have not consumed alcohol for well over 12 years due to personal and religious convictions, and we do not even smoke cigarettes. As you know, your agency has had our 7 children in custody since June 2010 (22 months). I would like to request a meeting at your convenience to discuss their return and other matters of concern. I have requested time on the court’s calendar to present my motion for review and my motion to recuse Judge Monica Bousman (conflict of interest pending investigation), and I think it is appropriate that we meet to discuss what I am inclined to present to the court and what your agency is inclined to recommend. Should you agree to meet, it matters not to me whether or not the Guardian ad Litem attends the meeting. Although they are statutorily appointed, they are quite useless in my opinion and are clearly not independent of Wake County Human Services (at least not from where I am standing – in our case). You are free to invite them if you wish.
It is no secret that I am in the process of requesting a congressional hearing to discuss our family’s case and to present what I believe to be deficiencies within your department (WCHS), The Family Court System, The Wake County Guardian ad Litem and various other agencies and collaterals.
I have a $20,000,000 Federal Lawsuit (likely to increase to at least $50,000,000 before I issue the summons’) currently in the Fourth Circuit. This was filed on November 28, 2011 by myself and my wife and on behalf of our 7 children naming 47 defendants. I have another in the works; a Qui Tam (whistleblower) action on behalf of the United States of America for fraud committed against the government under the False Claims Act (31 U.S.C. § 3729–3733) likely to exceed $500,000,000 naming Wake County Human Services as the primary defendant (I have various co-relators of “original source” and the list is growing daily).
Also well known is the fact that I am running for office here in District 40, seeking Marilyn Avila’s Seat in the North Carolina House of Representatives. I operate a weekly radio show (ETR Radio) to educate the public, to seek out, and reveal similar injustices as have plagued my family. As you can imagine I have been gathering quite a bit of documentation and other evidence, along with our family’s experience over the past 22 months and counting. Our children were unlawfully abducted, and have been unlawfully detained for the past 22 months. One of our children was even kidnapped from the state of Nevada by your agency without standing to even file a petition with his name on it, subsequently lacking jurisdiction. This in violation of various Federal Kidnapping Statutes. My children have been subjected to various forms of ABUSE and NEGLECT during their kinship placement while in your legal custody, specifically and primarily due to the negligence of your agency and its agents. They have been held in three separate foster homes while being subjected to even more well-documented ABUSE and NEGLECT. You may also be aware of the current and on-going investigations being conducted by the SBI and the FBI that are in direct relation to this case. Regardless of the outcome of these investigations, I will never stop pursuing these matters of justice for my family, for my children, and most importantly and specifically for the immediate return of our children.
Having said all this I feel it is time for me to request a meeting. I am requesting the presence of no less than the Director, Ramon Rojano and Assistant Director, Lisa Cauley (and your attorneys if you so desire). I will not have an attorney present at this time. The purpose of the meeting is to discuss the opportunity for Wake County Human Services to return our children to their home and/or to at least discuss Wake County Human Services’ recommendation to the court at present. Although I have made every effort to be as transparent as possible in this email, it is not my intention, nor my desire to discuss anything to do with lawsuits, websites, radio shows, political aspirations, or any of the like. I simply want to know what it will take to facilitate the immediate return of our children.

I have read your story and my heart goes out to you and your wife. I am so glad that you know who Jesus is because you know what he is able to do. You will have justice and you will gr through this. I am sorry your children have had to endure this torment and that the system is so corrupted that instead of protecting children they are actually hurting them. I just want to say God bless you and I’m praying for you and your family. The enemy is going after our children and I am so thankful that God has used you to set up a platform to expose the demons within this justice system.

I have complained to Rojano many times to no avail, my complaints go nowhere. Then there’s Ludwig, who smiled while describing overt abuse to my son as “Merely bad parenting skills,” in regards to his father, Kevin Ritlinger, a known drug addict, alcoholic, and a womaniser looking for nothing more than a meal ticket. Mary Morris is another crook, evil as she can be and mouthpiece to many social workers under her and “Senior Practitioners,” as they call the non-college educated, or under college educated, persons working for this highly corrupt entity. Right now, we have this ignorant, unprofessional, disrespectful, demeaning, derrogatory, and very corrupt social worker that, Judge Lori Christian, gave legal custody of my son to in order, supposedly, for my son to get free counseling. Well, the judge ironically forgot that medicaid medicare won’t pay for anything if the child is covered by insurance, duh! Furthermore, getting my son a male therapist was considered an urgent/emergent intervention from day one after court, and, months later, Quenton Cooper, CPS SW still hadn’t got his act together and got a male therapist for my son as a male role model where my son currently has none. Even worse, Quenton Cooper, from day one, has not had a good word to say about Corey’s efforts to improve his behaviors which stems for twelve or more years of the family court and CPS lying under oath and doing the most horribly corrupt things to place custody with Kevin Ritlinger, a known drug addict, alcoholic, and womaniser, not short of fabricating the most heinous perjuries under oath regarding me and my mental stability none of which was supported by any evidence that wasn’t influenced by CPS. Quenton Cooper also stated to me, “Ms. Ritlinger when are you going to hold Corey responsible for his behavior?” At that point I went off on him asking him when his department and he were going to hold themselves responsible for what they had done to my son which didn’t stop short of paying outside contracting psychological whores to falsify evaluation outcomes to validate keeping my son in the full sole custody of a drug addicted, abusive, alcoholic. Quenton Cooper described me as “Angry,” “Impulsive,” “Out of control,” and implied I was a sorry mother in that I have only been able to make small steps with Corey in trying to turn twelve or more years of resultive behavior, from being imprisoned in the home of a drug addicted, abusive, alcoholic, into making his behavior appropriate for his environment at all times in the few months the court has given me to acheive that. They are asking the impossible and in that way already setting us up for failure whereby Judge Christian threatened me that, if I didn’t succeed to her and the courts specifications, she is going to put my son in fostercare and I ask, how is that in the best interests of the child when CPS and the courts have actually caused this behavior in my son by what they have done to him in taking him away from his mother at three and a half years old, such that I knew nothing of the initial change until all was said and done, and where I was falsely accused of being, “A mentally ill psychotic that would hurt Corey,” where there was no evidence of that and by a psychologist, Dr. Ginger Calloway, who has been removed from custody cases in Orange and Durham counties for her overt discrimination and lies under oath against women in custody battles. She still practices today by the way! If I get Corey, where he continues living with me, it will be a miracle as not even the most competant psychologist or psychiatrist can undo twelve or more years of harm and detriment to a child, causing him to exhibit text book signs and symptoms in his behavior as a result of that in the few months I’ve been given to acheive that with limited funds and no awarded child support to boot whereby Judge Christian told me that I was earning enough money that I could simply pay for whatever until the June 4th court hearing! Isn’t ironic that every other man in the country is ordered to pay child support, but, for some reason not Kevin Ritlinger, and my only agreement to that was where, my disagreement to anything on that day could have sent my son directly into fostercare if I didn’t exhibit the upmost in cooperation with anything and everything put out there where it would have been viewed with great negativitiy. Still, the nightmare continues.
500 million bucks ? WHEW ! ! I’m not an attorney, but I guess that amount brings you into the square of the tort lawyers. It’s high time these class thugs be HUNG out to dry, and I hope your personal sources of strength carry this battle to completion. This will be a TREMENDOUS victory for all. Imagine for a moment, if EVERY victim did what YOU are doing, the family destroyers would have all been gone YESTERDAY. I’m sure it’s the same all across the nation, but when I turn on my police scanner here in the West Virginia panhandle, every time a ‘DOMESTIC DISTURBANCE’ call comes on, ALL UNITS in the county SCRAMBLE like a bunch of F-16′s that just saw a UFO ! ! And they always come PRIMED AND READY to shoot JACK right out in front of the house THAT JACK BUILT. They drive right by crack houses, racing to ‘de-father’ yet another american home. RAMON ROJANO…is dirty in more then one way…one of his employee husband and I were best friends way before they got married…she didn’t like the fact that I moved to NC..with her working for DFS, she had all access to my medicaid files and records. she had people calling my references back in my home state, when I went to him with this information, he ignored everything I had to say, even with a voice recording from her husband stating that he knows for a fact that she was in my files because he found a paper in his home with all my kids ssn, birthdays and their first middle and last names listed..even with this information, he chose to protect her..which gave her even more gong ho to contact my then state employer and lie causing me to loose my job…when I took the information yet again that she had targeted me and I had proof once again, he still choose not to listen…she is still employed by DFS..
